MANILA – Lawmakers from both chambers of Congress have finalized the reconciled version of the proposed 2026 national budget after the bicameral conference committee signed its committee report on Sunday.

The enrolled bill, House Bill No. 4058 or the General Appropriations Bill, allocates PHP6.7 trillion to fund government programs, projects, and operations for the coming year.

According to House Appropriations Committee Chairperson Rep. Mikaela Suansing of Nueva Ecija, the signing signifies the successful resolution of all contentious provisions between the House and the Senate.

She said the bicameral process reflected a collective effort to produce a budget that is both responsive to public needs and grounded in accountability.

Members of the House panel present during the signing included Reps. Jose Alvarez, Javier Miguel Benitez, Albert Garcia, Marcelino Libanan, Jurdin Jesus Romualdo, and Allan Ty.

Senate Finance Committee Chair Sherwin Gatchalian highlighted the level of scrutiny applied to the reconciled bill, citing its length of more than 4,300 pages and multiple readings during deliberations.

He added that once ratified, the complete document and its annexes will be made publicly available through the transparency portals of both chambers. Gatchalian described the 2026 spending plan as the “most transparent in recent memory.”

The House and the Senate are expected to ratify the committee report in plenary session on Monday, paving the way for its transmission to the President. The measure is anticipated to be signed into law in early January 2026.
