MANILA – Large portions of the country will continue to experience cloudy skies and rains as a shear line affects Southern Luzon while the northeast monsoon, locally known as “amihan,” remains dominant over most of Luzon, the weather bureau said Monday.

In its 4 a.m. forecast, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the shear line will bring cloudy skies with scattered rains and isolated thunderstorms over Western and Eastern Visayas as well as parts of the Bicol Region, including Catanduanes, Albay, Sorsogon, and Masbate.

Meanwhile, the northeast monsoon will bring cloudy skies with rains over Cagayan Valley, the rest of the Bicol Region, Nueva Ecija, Bulacan, Aurora, Rizal, Laguna, Quezon, Oriental Mindoro, Marinduque, and Romblon. PAGASA warned that rains in these areas could be moderate to at times heavy, raising the risk of flash floods and landslides.

The Cordillera Administrative Region will also experience cloudy skies with light rains due to the prevailing monsoon.

Metro Manila and the rest of Luzon may see partly cloudy to cloudy skies with isolated light rains.

Across the rest of the country, localized thunderstorms will bring partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. PAGASA cautioned that severe thunderstorms may still trigger flash floods or landslides, especially during periods of intense rainfall.

Residents are advised to stay alert and take precautionary measures, particularly in flood- and landslide-prone areas, the agency said.
