MANILA — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that multiple weather systems are influencing conditions across the country as of 8:00 a.m., February 16, 2026.
A shear line is affecting the eastern section of Northern Luzon, while the northeast monsoon (amihan) continues to impact Extreme Northern Luzon. Meanwhile, easterlies are prevailing over the rest of the country.
Weather Conditions by Area
Cagayan and Isabela
Cloudy skies with scattered rains and isolated thunderstorms are expected due to the shear line. Moderate to occasionally heavy rains may trigger flash floods or landslides.
Aurora and Quezon
Cloudy skies with scattered rains and thunderstorms caused by the easterlies. Residents are advised to remain alert for possible flash floods or landslides, particularly during periods of intense rainfall.
Ilocos Norte, Apayao, Batanes, and Babuyan Islands
Partly cloudy to cloudy skies with isolated light rains are forecast as the northeast monsoon affects the area. No significant impacts are anticipated.
Metro Manila and the rest of the country
Partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the easterlies. Severe thunderstorms may bring localized flooding or landslides.
Wind and Coastal Water Conditions
In the northern and eastern sections of the country, winds will be moderate, blowing from the east to northeast. Coastal waters are expected to be moderate, with wave heights ranging from 1.2 to 2.5 meters.
Across the rest of the country, winds will be light to moderate from the east to northeast, with slight to moderate seas ranging from 0.6 to 2.1 meters.

Based on PAGASA monitoring at the Science Garden station in Diliman, Quezon City, the maximum temperature recorded for the 24-hour period ending 8:00 p.m. yesterday was 29.4°C at 2:00 p.m., while the minimum temperature was 24.2°C at 6:00 a.m.
Relative humidity peaked at 95 percent at 6:00 a.m. and dropped to a low of 68 percent at 11:00 a.m.
