MANILA – The House of Representatives has approved a bill that will extend the validity of Professional Regulation Commission (PRC) identification cards from three to five years, aiming to simplify processes for licensed Filipino professionals.
The chamber approved House Bill 8876 on third and final reading through an overwhelming 266–0 vote, with one abstention.
Once enacted, Professional Identification Cards (PICs) will no longer require renewal every three years, provided holders continue to meet professional and regulatory requirements, including continuing professional development.
The measure is part of legislative efforts to modernize government transactions and reduce red tape.
It also directs the PRC to upgrade its digital systems, including the Licensure Examination Registration Information System, within six months after the law takes effect.
House Majority Leader Sandro Marcos said the proposal reflects the government’s commitment to making services more efficient and less costly for professionals.
He said the measure acknowledges the contribution of workers in nation-building and seeks to ease their administrative load.
Co-author Rep. Ferdinand Martin Romualdez said the bill is designed to give professionals more time to focus on their careers and responsibilities rather than frequent document renewals.
