MANILA, Philippines — The Land Transportation Office (LTO) will no longer collect fees for the registration of custom-made top boxes and saddle bags attached to motorcycles, following a new memorandum signed by LTO Chief Assistant Secretary Markus Lacanilao.

The policy removes the ₱100 registration fee previously required for each top box or saddle bag, a move the agency said would benefit riders who rely on motorcycles for their livelihood.

While the fee has been scrapped, the LTO clarified that registration remains mandatory to ensure that motorcycles with added equipment meet safety and engine capability standards.

Instead of official receipts, the agency will issue certifications as proof of registration, with guidelines to be set by the LTO central office. All inconsistent policies will be amended, and regional offices have been ordered to immediately implement the new directive.
