MANILA — The shear line and the northeast monsoon (Amihan) are expected to bring cloudy skies and rains over large parts of Luzon and the Visayas, while easterlies will continue to affect the rest of the country, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Friday.

PAGASA reported that the Bicol Region and Northern Samar will experience cloudy skies with scattered rains and isolated thunderstorms due to the shear line, with possible flash floods or landslides as moderate to heavy rainfall may occur.

Cloudy skies with scattered rains and thunderstorms are also forecast over the rest of Eastern Visayas because of easterlies, which may likewise trigger flooding or landslides in vulnerable areas.

Meanwhile, Aurora, Bulacan, Laguna, Rizal, and Quezon are expected to have cloudy skies with rains caused by the northeast monsoon. Metro Manila, the Cordillera Administrative Region, Cagayan Valley, and the rest of Calabarzon will see cloudy skies with light rains, with no significant impact expected.

Northern Luzon will experience strong winds from the northeast and rough coastal waters ranging from 2.8 to 4.0 meters. Moderate to strong winds with moderate to rough seas are forecast over the rest of Luzon and eastern Visayas.
